Debris Not in Front of Landlord's Building

DOS issued a violation notice to landlord for leaving papers and a lot of built-up debris in front of her building. Landlord claimed that she wasn't responsible for the debris because it wasn't adjoining her property. The inspector stated that there was significant debris in front of landlord's building. The ALJ ruled against landlord and fined her $50. Landlord appealed and won. Landlord had presented photographs to the ALJ showing that the debris was, in fact, in front of a neighbor's property, not landlord's.
