Landlord Not Entitled to Inspection Report

Tenant complained of reduced services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that it should have received a copy of the agency's inspection report and been given time after that to repair the conditions cited in that report. The DHCR ruled against landlord, and landlord brought a court case to challenge the DHCR's ruling. The court and appeals court ruled against landlord. Landlord wasn't entitled to notice of the DHCR's inspection report or to an additional chance to repair the conditions.
