Landlord Never Filed 1987 or 1988 Apartment Registrations

Tenant complained of a rent overcharge. The DRA ruled for tenant, finding a willful rent overcharge. The overcharge finding was based in part on landlord's failure to register tenant's apartment in 1987 or 1988. Landlord appealed, claiming that the Hempstead District Rent Office didn't stock rent registration forms. The DHCR ruled against landlord and directed him to complete the registration statements for those years.
