Prior Landlord Didn't File Registration Statement

Yonkers tenant complained of a rent overcharge, claiming that landlord never sent him the annual registration forms. Landlord argued that prior landlord was responsible for not registering the apartment. The DRA ruled for tenant, and found that landlord hadn't registered the apartment in 1986. Landlord appealed, claiming that it complied with all future registration requirements once it knew that former landlord hadn't filed registration statements. Landlord loses. Filing subsequent registrations doesn't excuse earlier defects.
