Landlord Must Offer Tenant Renewal Lease

Rent-stabilized tenant complained that landlord refused to offer him a renewal lease. The DRA ruled for tenant, and landlord appealed. Landlord claimed that it didn't have to offer tenant a renewal lease because it wasn't increasing his rent. The DHCR ruled against landlord. Tenant is entitled to a renewal lease, and the DHCR is authorized to direct landlord to give tenant the renewal lease under the Tenant Protection Regulations.
