Landlord later applied for rent restoration based on installing new blinds. The DRA ruled for landlord. Tenant appealed, claiming that two of the blinds were out of alignment and one was beige instead of white. The DHCR ruled against tenant. An inspector who had visited the apartment saw that the blinds were installed and working.
