Some tenants appealed and lost. Landlord had installed a closed-circuit television system in the lobby. Tenants claimed that the new system didn't give a 100 percent view of someone ringing the intercom bell. But when the DHCR's inspector went to the building, two tenants canceled inspections because they said they no longer opposed rent restoration.

Two other tenants permitted the inspection, and the inspector could see the lobby and vestibule on tenants' screens. Other tenants didn't provide access for the inspection. So the DRA reasonably granted landlord's rent restoration application.
