The DRA ruled for landlord, although it disallowed some portion of landlord's claimed costs. Landlord appealed, and argued that the DRA erred in not including the cost of three additional cameras listed on a supplemental invoice submitted to the agency. The DHCR ruled for landlord. Landlord showed that a total of 15 cameras were installed in the building.
