Landlord Improved Parking Field

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed, claiming that it had given tenant a new service by providing a parking field and that he was entitled to a rent increase for this. The DHCR ruled against landlord. Landlord had merely improved an existing parking field that tenant was already using. So landlord wasn't entitled to any rent increase.
