Landlord Had Problems Getting Access

Tenant complained of reduced services, claiming that there were defects in her apartment. The DRA didn't get a response from landlord, and cut the rent based on an inspection finding defective conditions in tenant's apartment. Landlord appealed, arguing that it had answered tenant's complaint, but couldn't get access to make repairs. The DHCR revoked the rent cut. Landlord had made three attempts to gain access to make repairs, and couldn't get access until after the DHCR inspection took place. And landlord had answered tenant's complaint, but the papers had been misfiled.
