Landlord Filed 1984 Registration

Tenant complained of a rent overcharge. The DRA ruled for tenant, based on a finding that landlord didn't register the apartment in 1984. Landlord appealed, claiming that it did file the apartment registration. Landlord said that nothing was reflected in DHCR's records because tenant's apartment was a nonstabilized, noncontrolled unit on April 1, 1984. The DHCR ruled for landlord. Documents showed that landlord served the first stabilized tenant an RR-1 on May 1, 1984. Previously, the apartment was a realty office until 1981. Between 1981 and 1983, the unit was rented to the U.S.
