Landlord Didn't Sign Amended Application

Landlord applied for MCI rent hikes based on installation of new storm windows and screens. Tenants claimed that no screens were installed. Landlord agreed that no screens were installed and submitted an amended application that deleted reference to the screens. The DRA ruled for landlord and approved the MCI increases. Tenants appealed. The DHCR ruled against tenants. The fact that landlord didn't sign the amended application was a minor error that did no harm to tenants.
