Landlord Didn't Submit All Required Sign-Offs for Work

Landlord applied for MCI rent hikes based on the installation of a new boiler. The DRA ruled against landlord because landlord didn't submit city sign-offs required for the boiler installation. Landlord appealed, claiming that it had submitted a certificate of operation for the boiler issued by the New York City Department of Environmental Protection (DEP). The DHCR ruled against landlord. Landlord was required to submit approvals from DOB for the gas burning installation and a Certificate of Electrical Inspection from the Bureau of Electrical Control.
