Landlord Didn't Register Apartment

North Tarrytown tenant complained of a rent overcharge. The DRA asked landlord to submit a rental history, but landlord couldn't supply any registrations from 1984 to 1987. The DRA ruled that tenant had been overcharged about $4,700, and landlord appealed. Landlord argued that he'd submitted a great deal of documentation, and that the DRA hadn't considered all of it. The DHCR ruled for tenant. Landlord didn't register the apartment for four years, and, to this date, still hasn't done so. Landlord can't get a rent increase until the apartment is registered.
