Landlord Didn't Register Apartment

Tenant complained of a rent overcharge. The DRA ruled for tenant. Landlord appealed, claiming that the apartment was in a co-op building, was exempt from rent stabilization, and didn't have to be registered. The DHCR ruled against landlord. Although the apartment had been owner-occupied at some point, it was later rented to rent-stabilized tenant and should have been registered. Landlord can't collect rent hikes until it registers the apartment with the DHCR.
