Landlord Didn't Prove Cost of Work

Landlord applied for MCI rent increases. The DRA ruled for landlord in part but disallowed the claimed cost for the roof, windows, and oil burner because landlord didn't submit a cost breakdown of labor and materials. Landlord appealed and lost. Landlord didn't submit canceled checks, signed contract agreements, or invoices for the disallowed improvements. Landlord had also stated in its MCI application that the work wasn't paid for at the time the application was filed. The DRA gave landlord several chances to provide missing information, but it didn't do so.
