Landlord Didn't Prove Super's Labor Costs

Landlord applied for MCI rent hikes based on the installation of windows. The DRA ruled for landlord in part but disallowed $3,750 that the owner paid to the building super for labor. Landlord appealed and lost. Landlord was given a chance to prove the cost of this labor but never submitted a copy of the canceled check that he claimed proved the cost.
