Landlord Didn't File Initial Registration

Landlord sued to evict tenant for nonpayment of rent. The court ruled for tenant and dismissed the case. Landlord appealed and lost. Landlord had claimed it was exempt from rent registration requirements because the first stabilized rent set for the apartment in 1996 was over $2,000. But tenant had filed a fair market rent appeal. And landlord was required to file an initial rent registration form no matter how much the first stabilized rent was. Until landlord did so, the legal rent was the last rent-controlled rent.
