Landlord Didn't Correct Enough Violations

Landlord applied for maximum base rent (MBR) increases for two rent-controlled tenants. The DHCR ruled against landlord. Landlord appealed and lost. Landlord didn't submit to the DHCR sufficient proof that it had corrected all rent-impairing violations and at least 80 percent of other violations in the building. So the DHCR reasonably barred landlord from collecting MBR increases.
