Landlord Didn't Collect Excess Security Deposit

Rent-stabilized tenant complained of a rent overcharge, including the collection of excess security deposits. The DRA ruled against tenant, finding no rent overcharge. Tenant appealed and lost. Review of leases covering the four-year period since the base date showed that landlord collected lawful rent guidelines increases each time tenant's lease was renewed. And landlord collected security deposit increases only equal to the increase in the legal rent each time the lease was renewed. The DRA correctly dismissed tenant's complaint.
