Landlord Claims Tenant Removed Kitchen Appliances

Tenant complained of a reduction in services, claiming that there was no stove or kitchen sink in his apartment. Landlord claimed tenant had removed the appliances. The DRA ruled for tenant and reduced his rent. Landlord appealed, pointing out that it had submitted a sworn statement from prior landlord stating that the kitchen contained operable kitchen appliances. Landlord also stated that tenant's business partner informed landlord that tenant had moved the missing equipment to a ground-floor store that tenant also rented.
