Landlord Claims Tenant Removed Venetian Blinds

Tenant complained of a reduction in services. The DRA ruled for tenant, finding that venetian blinds in the apartment weren't properly maintained. Landlord appealed, claiming that tenant's complaint was false and that landlord had no record of removing any blinds from tenant's apartment. Landlord also argued that since the blinds had presumably been removed by tenant, there was no way to determine if tenant had damaged them. Landlord had raised these issues before the DRA, which didn't consider them. The DHCR ruled for landlord and sent the case back for further investigation.
