Landlord Can't Remove Doorman Service

Landlord asked the DHCR if taking away doorman service in a rent-stabilized building constitutes a decrease in service. The DHCR answered that once a service is provided on the base date, or at any time after the base date, it becomes a service included in the rent, which landlord must continue to provide. So, taking away doorman service that was provided on the base date or thereafter entitles tenants to a rent cut. Even tenants who move in after the doorman service has been taken away qualify for the rent cut.
