Landlord Can't Include MCI Increase in Apartment's MCR

The DRA set the maximum collectible rent (MCR) for tenant's apartment at $645 per month. Landlord appealed, claiming that the DRA didn't include a $30 MCI increase in the MCR. The DHCR ruled against landlord. The DHCR had ruled in a prior order that there was no MCI increase for tenant's apartment because there were problems with the window installation.
