Landlord Can Switch from Master Metering to Direct Metering

Landlord asked the DHCR for permission to end rent inclusion of electricity and switch from master metering to direct metering. The DRA ruled for landlord, and tenants appealed. They objected to the scope of work involved in the change, and questioned the DRA's rent reduction formula. The DHCR ruled against tenants. The DRA properly applied the rent reduction formula set forth in Operational Bulletin 2003-1. Permission to switch was properly granted.
