Landlord Can Replace Parking Attendants with Other Security Devices

LVT Number: 13231

Landlord applied to the DHCR for permission to substitute garage services. The DHCR ruled for landlord, and tenants appealed. They claimed the DHCR's decision was unreasonable. The court and appeals court ruled against tenants. Landlord proposed replacing parking attendants with other security devices, including a door to be operated by tenants with remote control devices, additional lighting, window security, and 24-hour surveillance cameras. Landlord also said it would waive garage rents for one year and reduce garage rents by 20 percent after that.
