Landlord Can Replace Gas Stoves with Electric Ones

Landlord asked the DHCR for permission to replace tenants' gas stoves with electric stoves. The DRA ruled for landlord but reduced tenants' rents to the levels in effect before their most recent rent guidelines increases. Landlord appealed, claiming that the rent reductions were excessive. The DHCR ruled for landlord. Landlord was required to provide cooking facilities to tenants, not cooking fuel. There was no reduction in services by replacing the stoves. Tenants claimed that the change made using their stoves more expensive because of increased utility costs.
