Landlord Can Pave Part of Backyard to Create Driveway

The DRA granted landlord's application to modify required services at its rent-stabilized building by paving a part of the backyard to serve as a driveway. Tenant appealed and lost. Tenant claimed that the entire backyard was removed and that therefore there was a reduction in services. But the DHCR found that the granted service modification wasn't inconsistent with the Rent Stabilization Law or Code.
