Landlord Can Install Keycard System

Landlord asked the DHCR for permission to change the original key lock system to a keyless electronic card system for its building complex. The DRA ruled for landlord provided that landlord met 14 conditions listed in its order. These included proper monitoring by building staff of building entryways. If landlord failed to meet these requirements, the DRA said that tenants could file a complaint based on a reduction of required services. Tenants appealed and lost. They claimed that there were too many buildings and insufficient cameras and staff to monitor entry.

The tenants' building security concerns were speculative and insufficient to revoke the DRA's order. A potential maximum charge of $25 to replace a missing keycard also wasn't grounds to revoke the DRA's order.
