Facts: Landlord asked the DHCR for permission to evict rent-stabilized and rentcontrolled tenants in his building. Landlord sought to expand his funeral director's business in the building. After a hearing, the DRA ruled against landlord. The DRA stated that landlord didn't show that he had specific plans for this purpose. Landlord appealed. DHCR: Landlord wins. Additional hearings were held. Tenants agreed not to contest landlord's application; some tenants had already moved out and another simply needed more time. Landlord had signed stipulations with all tenants involved.
