Invoice Doesn't Adequately Describe Work

Tenant complained of a rent overcharge. The DRA ruled against tenant. Tenant appealed, claiming that landlord didn't adequately document claimed individual apartment improvements. The DHCR ruled for tenant and found some overcharge. Landlord had claimed that he installed kitchen cabinets at a total cost of $3,000. But the invoice stated that it was for ''all related materials and necessary items for the kitchen'' of tenant's apartment. The invoice was dated four months before landlord paid by check. And the building super stated that he installed the cabinets.
