Tenant's Consent Doesn't Mention Rent Increase

Tenant complained of a rent overcharge. He claimed that landlord improperly charged a 1/40th rent increase for the installation of a new apartment door. The DRA ruled for tenant. Landlord appealed, claiming that tenant had given written consent for the new installation. The DHCR ruled against landlord. Although tenant consented to replacement of the apartment door, there was nothing in the consent form stating that there would be a rent increase. So landlord couldn't collect a 1/40th increase from tenant.
