Intercom 'Audio Fluctuates'

Tenant complained of a reduction in services, claiming that his intercom didn't work. The DRA ruled for tenant based on an inspector's finding that the intercom audio fluctuated. Landlord appealed, claiming that the intercom was in good working order and was maintained by landlord's contractor. The DHCR ruled for landlord and revoked the rent reduction. The fluctuating audio reported upon inspection was a minor condition that didn't constitute a decrease in service.
