Inspection Shows Services Maintained, Despite Violations on Record

Tenants complained of a reduction in building-wide services based on a number of conditions. The DRA ruled against tenants, finding no reduction in services. Tenants appealed, pointing out that there were 12 HPD violations documenting conditions complained of. Tenants had submitted the HPD violations record with their complaint. The DHCR ruled against tenants. DHCR inspection found no proof of any of the conditions tenants complained about. The HPD violations record was simply attached to tenants' complaint.
