Tenant complained of inadequate heat. The DRA ruled for tenant and reduced her rent. Landlord later asked the DRA to restore the rent based on restoration of service. The DRA ruled for landlord, and tenant appealed, claiming that the DRA inspected the apartment in the spring, so it couldn't tell whether heat had been restored. Tenant claimed that the kitchen radiator didn't work. The DHCR ruled against tenant. There was adequate heat in the apartment at the time of the DRA's inspection. All radiators in the apartment were working, except the one in the kitchen.
