Increase Granted for Video Intercom System

Landlord applied for MCI rent hikes based on the installation of a video intercom system. The DRA ruled for landlord. Tenants appealed, complaining that the prior security system never worked. The DHCR ruled against tenants. Replacement of a security system that may not have worked wasn't a reason to bar MCI rent hikes.
