Intercom and Door Release Systems Qualify as MCIs

Landlord applied for MCI rent hikes based on the installation of an intercom and door release system for the building's main entrance door. The DRA ruled for landlord. Tenant appealed and lost. Tenant claimed that the buzzer to her apartment hadn't worked for a long time. Tenant had filed service reduction complaints with the DHCR and stated that she didn't want a new intercom system. She just wanted the buzzer repaired. The DHCR ruled against tenant.

And tenant consent wasn't required for landlord to change the buzzer system to an intercom system.
