Inadequate Flow of Water

DOB issued a violation notice to landlord for not maintaining an adequate flow of water in three faucets in one penthouse apartment in the building. The ALJ dismissed the violations because the violation notice wasn't properly delivered. DOB appealed and showed it mailed the violation notice to landlord at the correct address. Landlord still claimed that the violation notice itself wasn't specific enough regarding the condition claimed and that DOB couldn't pursue plumbing violations. ECB ruled against landlord. DOB Reference Standard 16, contained in the Building Code, covers water plumbing and gas fixtures.
