Handyman Eliminated

Rent-controlled tenant complained of a reduction in building-wide services after landlord eliminated the building's handyman. The DRA ruled against tenant, since an inspection showed that landlord was maintaining janitorial services in the building. Tenant appealed, claiming that the amount of his rent was based in part on labor recoupment charges for four full-time and one part-time building workers, including the handyman.
