Guardian Appointed for Tenant

Landlord sued to evict tenant for illegally subletting or assigning his lease. The city's Human Resources Administration (HRA) had conducted a psychiatric examination of tenant, and the court asked HRA if the agency would apply for appointment of a guardian to represent tenant in court. HRA said no. Since landlord was the City of New York, HRA had a conflict. So the court appointed a guardian on its own, based on a review of HRA's report that tenant was unable to manage his own affairs or deal with the court case.
