Free Parking Space

Tenant complained of a reduction in required services, based on landlord's failure to provide a free parking space. The DRA ruled for tenant, and landlord appealed. Landlord claimed that a free parking space wasn't a service included in tenant's rent. The DHCR ruled against landlord. Tenant stated that he'd had the free parking space since 1964 and submitted his apartment application form, which also stated that tenant had a free parking space. This form was initialed by landlord's representative. Landlord didn't present any other proof contradicting tenant's claim.
