Five Different Shades of Kitchen Tiles

Tenant complained of reduced services based, in part, on defective kitchen tiles. The DRA ruled for tenant and reduced her rent. Landlord appealed, claiming it had replaced the tiles and that, if they were mismatched, it was a minor defect that didn't warrant a rent cut. The DHCR ruled against landlord. An inspection showed that landlord had used five different shades of tiles and some had more marble spots than others. This showed unworkmanlike repair and wasn't a minor condition.
