Estimate Doesn't Prove Cost of Improvements

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. Landlord claimed that the DRA ignored proof of apartment improvements that he had submitted. The DHCR ruled against landlord. The DRA had asked landlord four times to submit bills showing the cost and date of the claimed work and copies of canceled checks as proof of payment. Landlord had submitted only an unsworn statement from a contractor that contained an estimate of the cost of new kitchen cabinets, countertop, sink, faucets, floor, and refrigerator. This wasn't sufficient proof.
