Bank Statement Doesn't Prove Improvement Costs

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed, claiming he had made 1/40th improvements to the apartment, but that he couldn't get copies of verifying bank records in time to submit to the DRA. The DHCR ruled against landlord. Landlord submitted only copies of bank statements. This wasn't acceptable as proof of payment for apartment improvements. Also, the appliance invoice submitted by landlord didn't indicate that the appliances were sent to tenant's apartment. The invoice also looked like a credit for items returned to the distributor.
