Engineering Fees Not Included in Increase

Landlord applied for MCI rent increases based on the installation of a new roof and ironwork/parapet. The DRA ruled for landlord, except that it denied any rent increase for architect or engineering fees. Landlord appealed and lost. The engineering costs in this case were for supervisory and administrative expenses, rather than preparatory inspections and plans. Since landlord had hired a licensed, professional contracting company to perform the work, these engineering fees shouldn't be passed on to tenants.
