Landlord applied for MCI rent hikes based on an elevator upgrade. The DRA ruled for landlord, and tenants appealed. Among other things, tenants claimed that the installation of a new elevator cab was cosmetic work and not an MCI. The DHCR ruled against tenants. The remodeling of the elevator cab qualified as an MCI since it was replaced in connection with, and directly related to, the elevator upgrade.
