Electrical Inspection Certificate for New Boiler Issued After DRA Order Issued

Landlord applied for MCI rent hikes based on the installation of a new boiler. The DRA ruled against landlord based on landlord's failure to submit a Certificate of Electrical Inspection from DOB. Landlord appealed. Landlord said he expected the certificate to be issued shortly. He said he shouldn't be penalized for DOB's delay. The certificate was later issued, and landlord submitted it with a supplement to his PAR. The DHCR ruled for landlord and sent the case back to the DRA to calculate the MCI rent hikes.
