Electrical Capacity Increased

Landlord applied for MCI rent hikes based on electrical rewiring. The DRA ruled for landlord in part but disallowed any increase for hallway lighting and electrical conversion. Tenants appealed, claiming that the only purpose of the rewiring was to convert to individual metering, and that no MCI increase was allowed for this. The DHCR ruled against tenants. Landlord showed that the rewiring resulted in increased electrical capacity for the building.
