DRA Used Incorrect Base Rent

Tenant complained of a rent overcharge. The DRA ruled for tenant, and landlord appealed. The DRA had found that the 1984 initial registered rent for tenant's apartment was $335, and used this as the base rent in calculating the overcharge. But the base rent for tenant's apartment was $400. The DRA had mistakenly used the records for a different apartment, 3R. There was still some rent overcharge, since landlord never registered the apartment in 1985, 1988, or 1989.
