DRA Used Incorrect Rent Roll Date

The DRA ruled for tenant, and landlord appealed, claiming that the DRA didn't use the correct rent roll date when calculating permitted MCI rent increases. The DHCR ruled for landlord. Landlord had used the correct date under the MCI order and charged the lawful rent.
